how to set up a webcam

To help you better we need some additional informations about your hardware so please open a Terminal from the menu
Applications → Accessories → Terminal and type or better copy and paste the row below form here into terminal then press enter:

echo '-----';lsb_release -cd; echo '-----'; uname -a; echo '-----'; lsusb

Select copy and paste the terminal result here.

You can use cheese and vlc which automatically detect your camera (for
the most part) and let you make videos and take pictures.
