Go to System > Administrations > Language Support, click install/remove languages button and install English language.

In for my menus drop down Select English,

For every one startup drop drop down Select English,

Check the Keep the same check box,

Then click install/remove languages button and uninstall Arabic language.

Then close. Restart O/S. Works Fine.

Can you help with this problem?
