where is the policy and developer's information about the use of Yelp?

I can't find anything that tells developers how to correctly make use of Yelp on Ubuntu. Is there a wiki page, or something else, that describes this?

Questions:
- how to register an HTML page so that Yelp discovers it
- does Ubuntu encourage packages to register their documentation?
- is there any centralised list of packages that are known to report their contents to Scrollkeeper/Rarian?
- is there any plan to merge Devhelp with Yelp? Devhelp is way faster and better: maybe I should use Devhelp instead?
