intalling windows based applications

Can Ubuntu install windows based applications?
for instance - can I install Adobe flash - to work with FLA files
Or Cubase Nuendo - to Edit recorder music

I have tried to install
and while installing I got the message:
"only one software management tool is allowed to run at the same time
please close any other applications e.g "update manager"..."
then I restarted (maybe just a stupid windows habit) and tried again and I tried opening the add remove programs or the package manager and I got this message:
"E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report."

What can I do?

funny enough, I didn't indicate what I tried installing :(
I tried installing "VirtualBox_1.3.8_Ubuntu_feisty_i386"

and THAT is what caused the rouble
I was trying to see weather running virtual windows could help me
because the installation of adobe flash using wine did not work
