Is this on a laptop or a desktop? Do you know what type of keyboard it is (US, UK, etc.)? Can you find all other special characters such as !#$%, but just not the @ sign? Are there no markings on your keyboard?

Typically the @ sign will be a combination of characters - on a standard US keyboard it's Shift + 2, on a UK keyboard it's next to the "Return/Enter" key.

If you go to Preferences -> Keyboard, you should be able to select the type of Keyboard you are using. In my list of available keyboards, I see:

Microsoft Wireless Multimedia Keyboard 1.0A

Try selecting that and see if it works for you.

I have tried that and tried a serial keyboard. Same results
I then rebooted with OS disk and tried the on screen keyboard.
All keys worked fine.I then tried my 2 other boards , everything
normal.I removed the disk and booted , both keyboards still not
right.Tried onscreen board ,it would not load.

To claify the point about the settings. Did you choose the Keyboard model _and_ the layout? It sounds like you are using 'U.S. Engligh' layout. Some of the layouts will move the symbols above the numbers, other will rearrange the entire keyboard. You may want to check your settings again at
System > Preferences > Keyboard, choose the Layouts tab.
