try changing your download source to "best server" using the software sources applet. Additionally try running

sudo apt-get update
sudo apt-get upgrade

to see if any error messages are generated. Then you can try to install a package from the command line using

sudo apt-get install <the_name_of_the_package>

Any error messages generated form these command lines will help us determine if its aconnectivity issue or if you have a issue with your package manager
