You cannot easily execute an .exe file in Ubuntu (GNU/Linux for the matter) because they're propietary files for windows. They don't work in GNU/Linux
If you need to use the program that .exe represents you have 2 easy options:
1- check in the program's web page (or ask who gave it to you) if there's a GNU/Linux version of the same program.
2- install wine (http://en.wikipedia.org/wiki/Wine_%28software%29) in your machine and try to execute it in wine. It's not always possible.

In addition to the information already provided, it's worth looking at the Ubuntu documentation regarding WINE:-
