Quite possibly. I'm assuming in this case "data card" refers to a device that connects to a mobile cellphone network.

Go to System > Preferences > Network Connections
Click on the Mobile Broadband tab
Click Add
Follow through the wizard, selecting your country (India, I guess, for BSNL), your provider (BSNL), and your billing plan.
Check that it has your details correct, and click Apply.

If all goes well your card will be available in seconds, and should be listed in the Network Manager applet on the right-hand side of the top menu. If it doesn't connect automatically, click its entry in that menu to connect.

Can you help with this problem?
