some dvds and cds do not play

I have recently installed ubuntu 9.10 in my laptop. I previously had windows vista and my lap top suddenly stopped recognizing video DVDs and all CDs though it recongizes data dvds, The same problem persists even after installing ubuntu. Is there anything I can do about it?

I don't understand your question.

1) Does Vista read video DVD read installation of Ubuntu 9.10 ?
2) Does Vista read video DVD after installation of Ubuntu 9.10 ?

If Vista works and not Ubuntu, you simply need to install libdvdcss2:

sorry! I have not mentioned my problem clearly. I removed vista (actually somebody else did that for me, I am clueless about these things) from my laptop and now it has only ubuntu 9.10. When I had vista on my computer, one fine days some video dvds that played before stopped playing. Then I removed vista from my computer and Installed ubuntu. But the problem persists. Is it a problem with the hardware? If so why would it recognize data DVDs and not recognize video DVDs? Infact my computer now stopped recognizing CDs as well. A get a message that I can not mount the CD/DVD because there is no disc in the drive.

Try a live CD (e.g. any iso image of a Linux distrib) to check your hardware.
If it works, reinstall Ubuntu from scratch.
Try to read a data DVD.
If it works, follow instructions in https://help.ubuntu.com/community/Medibuntu
and try to read a video DVD.
