Insufficient privileges trying to edit network connections?

When I try to edit network connections (mobile broadband), I get "Insufficient privilegies" after having given correct pasword.
Who has privilegies, if I don't?

check in system-administration-users and groups ,click in your user account , click on properties-user privileges. there you can see what are the permissions you are having. you can click on unlock botton and make changes.
