Official Mirror for Argentina

Hi I would like to know what are the steps necessary to become the official repository for my country.
We are a non-profit organization government-related which is the ISP for most local universities and research facilities.
We have already a mirror working with http ftp and rsync and a bigger backbone than the current official provider, which is a commercial hosting company.
We very much appreciate your help.
