Please install Ubuntu alongside win98 in dualboot mode and not in Win98.

You can't install ubuntu using Wubi and Wubi is no the suggested/best method to have Ubuntu installed also for the other win release.

Also based from your pc hardware sometimes is better to install xUbuntu that need less resource to run:
