How do I change the height of an xterm title bar

I am using startx/twm/xterm.

The height of the xterm title bar is about 1/2 inch!

I have LANG=en_US.utf8

The title text in the title bar is correct (small).

The incoify and resize buttons are 1/2 inch.

Is this what is forcing the title bar to be 1/2 inch high?

How do I change the height of the xterm title bar?

Sorry to answer my own post, but, ...

I changed all entries of the form

xxxx=en_US.utf8

to

xxxx=en_US

I see some errors about locale not supported by c library, locale not set

BUT, the height of the title bar is now small!

Is there a fix that will allow locale to function normally?

I changed locale to "en_US ISO-8859-1" and it works
