ATI - blurred/distorted screen

Recently I shut down my desktop while gone on a trip. It was working fine then, but when I came home and rebooted it, the picture was horribly blurred/distorted. Its hard to describe, but the effect is only horizontal and I can't find a way to fix it. The monitor itself seems to be working fine, as its onscreen menu is unaffected. I do not have a second monitor try at the moment. This crazy problem makes reading text a pain and makes my eyes hurt. If I turn up the refresh rate it isn't as bad, but still will not go away. The power went out for a while while I was gone; I don't know for how long or if the problem is even related. Does anyone know how to fix this?

My screensaver seems to be unaffected somehow, although it does seem faster than normal. I forgot what its called, its the one where random green characters slowly 'drip' from the top of the screen. This makes no sense though, since everything else, including the HP logo screen at startup that is totally unrelated to the OS.

Actually I don't have one. I've just been using the video output built into the motherboard. I don't really know much else about it since the computer was given to me.

I retrieved questions about blurred and/or distorted screens, but they are unanswered.
Do you have a LCD or CRT monitor ?
If you have dual boot, what happens with Windows ?
Do you have this issue before, or only since login screen ?

If it appears immediately after power on, and you have not modified bootloader, it's probably a hardware issue.
Check monitor on another computer or computer with another screen.
Check also quality of plugging of wires, I had one time issue with a badly connected cable.
You could have also a hardware issue with analogical components of graphic card.
