Mouse sensitivity is too high

I have tried two separate mice with the same results. Sensitivity is set as low as possible in system settings.
This is an accessibility issue. My wife is disabled (MS, she has trouble with motor control), and cannot deal with the mouse in this state.

What make and model is the mouse?

First mouse was Dell; does not appear to have a model number on it, but it is a wheel mouse.
Current mouse is Microsoft Wireless Mobile Mouse 3500.

This is not my problem. Mouse wheel is not out of line with other scrolling. The problem is that the overall sensitivity is too high for my wife. Not dramatically too high, but enough to be intensely frustrating for her.

I have this problem as well and since I support a lot of Ubuntu users I am gettting complaints from many people.
On 12.04 if you go to "System Settings" -> Mouse and Touchpad
The Pointer Acceleration and Sensitivity is all the way to the left (the slowest it can go) as default following installation.
The mouse is still to fast for many people and so this control screen should allow one to make the mouse annoyingly slow when the
slider is at the extream left. The range needs to change to allow for more control. Hopefully someone will take this seriously
and fix it.

However, I have a half dozen rodents (umm mice) that I use and they all are to fast particularily the laser type.
This one is not laser and is a Cordless Optical Mouse Logitech Model Number M-RM67A. The laser mouse is
ModelH1FCS03 and I am not sure what brand. Bottom line is that all Mice on my machines are a bit fast even on
the lowest settings. People who have early stage parkinsons or essential jitter in their hands need more control.
