Can you give the full make / model of the device. HP All-in-one is too vague to provide any sort of support

I have no problem scanning with thw HP 4500, my problem is having the
printer print the resized image. The printer keeps printing the original
size image.

i'm guessing that you resampled the image, instead of resized it. resampling just changes the resolution of the image but keeps it at the same size. if this is the case, you should be able to select "fit to page" on your print options when you print.
