Did you wait a while (somehow some time ago, my ati card+driver showed me white for a few seconds after starting the x server)?
And which ATI driver are you talking about? The proprietary one from ATI or the open source one?
If your problem is with the proprietary one, then follow the following to install the open source one: https://help.ubuntu.com/community/RadeonDriver That's pretty fail proof.

You can also try to boot to command line (choose recovery mode in the grub menu) and then edit your /etc/X11/xorg.conf using pico or nano to remove the line 'Driver "fglrx"' and maybe replace it with Driver "ati" - or with Driver "vesa" if everything fails (vesa should be installed, but if not you can install it in the command line using apt-get). Note that the vesa driver is real bad in performance and should be the last resort only. Also: MAKE SURE TO BACKUP YOUR XORG.CONF before fiddling with it (e.g. to xorg.conf.screwed_02_17_2009 or something like that)

Section "Device"
        Identifier "Configured Video Device"
        Driver "fglrx"
EndSection
