In addition you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work), and also Debian does not have version 1.3.1 yet, see https://tracker.debian.org/pkg/xmlsec1
You might consider creating a bug report in Debian to request that Debian update their package, and when that is done, Ubuntu will take that version into its development release.

If there are severe bugs in the older versions of xmlsec1 in the older Ubuntu releases which are solved by the new version, then please create a bug report, describing the errors in the old release.
