In Ubuntu is more easy to use the language support tool to install ibus.

If you are using unity, you have to type "Language" and enter to the language support assistant.

Then, in that dialog, you can choose your input method.

I use ibus for chinese and japanese languages.

Is it a totally new layout or is it defined as small delta of existing one ?
There are files with key numbers/letters for alphabetic languages, and I could search where they are stored.

/usr/share/xmodmap contains some keymap files.
