how to change login avatar in Xubuntu 16.04?

When I've upgrade to version 16.04 from 15.10 and I no longer have login avatar, I have file ~/.face, it's jpeg 126x126 px.

settings, User Accounts, and click "Unlock" on the top right, then choose the account you wish to modify. Then, click the current avatar and choose another one.

In settings I have "Information about the user" (mugshot) and "users and groups" and they both have correct avatar.
