Why is xfce4-stopwatch-plugin missing in xfce4-goodies?

I would like to know why xfce4-stopwatch-plugin is not included in the xfce4-goodies metapackage for xenial or trusty.

Please note that this is a different package and fulfills a different function from xfce4-timer-plugin.
