If the security and bug fixes are significant then the package will be updated. A new version release doesn't get it updated. Ubuntu is not a rolling release distribution. Packages with no issues will be neglected in favour of one's where the update has significant gains. This is especially true in LTS releases.

You can report a bug to highlight the gains in the newer version.
