Don,

the IP-address is system-wide,
so you can not disable your IP to a single user...

But there is a solution:
in Ubuntu you can deny network-services for a single user, here is how
(menu-structure of Xubuntu-06.06, but you will find it)
<Applications>,... <System>,... <Users&Groups>,...
select <Unlock>
select the USER that is NOT allowed to go to the net, click on <Properties>
go to the Rights-TAB
now you can set / unset all options for this user
click <OK> and ready!

Never unset the rights for the user who is administrator for the system: then no one can change anything anymore (unless this is really what you want.. ;)

I know the better way!

Open File - List of Networks, choose your network, press Edit, in field "coomand for connection" write simple command "mode YourNick +x". Where YourNIck is your registered nick in that network.
