In Ubuntu you can install any program through "add remove programs" in Application Menu.

Also, take a look in System -> Administration: Package manager is what you need.

@Paolo Sammicheli

The OPs problem is that he cannot get his modem to work. How can he add a package in those circumstances?

He can get packages from another computer. Every packages downloaded by APT can be found in /var/cache/apt/archives

Also he can ask friend to create DVD with all packages for future needs, specilly if he has a slow connection:

http://www.entner.net/blog/how-to-make-ubuntu-dvds-including-main-the-universe-and-everything

To find where's any package there's http://packages.ubuntu.com. Packages in main are also available in CDs.

Let us know if you don't solve the problem.
