Wifi reconnect after restart

I recently came back to Xubuntu (19.10) after several years, but am having a strange situation with wifi on my HP laptop where after some restarts, it will not reconnect. If I restart again, it connects. Next restart, same thing - no connection. Restart again, working again.

I have been looking around for others with the issue and possible solutions, but not seeing any.

Anyone know if this has been reported before, and any troubleshooting steps?
Either a permanenet fix, or a way to force the wifi to connect would be helpful. I have tried connect to hidden network - it spins for a while, then does not connect either.
