CONFIG_WNM disabled for bionic and focal

I was wondering why the build config CONFIG_WNM=y for wpasupplicant was disabled for bionic and focal. In xenial it is active (not commented). Is there any reasoning behind it?

With this option the Wireless Network Management (IEEE Std 802.11v-2011) can be enabled (see here:
