Hello!
Create a new version of the packages based on the new source code (including commit changes), please. Could you deploy it in bionics?

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left in favour of stability.

There may be a PPA here on Launchpad.net

If you look at the publishing history https://launchpad.net/ubuntu/+source/witty/+publishinghistory you can read that there were errors when trying to compile the witty packages on Ubuntu bionic (FTBFS = failed to build from source), and that is why there is no witty package currently available.

Someone has to test whether the newest version now works on Ubuntu. Creating a bug report (as already recommended by actionparsnip) is the correct step.
