Using mencoder:

mencoder input.avi -of mpeg -mpegopts format=mpeg1:tsaf:muxrate=2000 -o output.mpg -oac lavc -lavcopts acodec=mp2:abitrate=224 -ovc lavc -lavcopts vcodec=mpeg1video:vbitrate=1152:keyint=15:mbd=2:aspect=4/3

or with VLC:

vlc input.avi --sout='#transcode{vcodec=mp1v, acodec=mpga}:std{access=file, mux=mpeg1,URL=output.mpg}'

Several questions:
Winff from the Ubuntu repository should not have libmp3lame presets, as ffmpeg in Ubuntu is not build agains it due to license issues. How did you install winff? Did you install additional presets from somewhere? Did you install libavcodec-extra-XX as suggested by the package?

You could install ffmpeg from the medibuntu archive: http://medibuntu.org/

Or you could replace the libmp3lame by mp3 and see if the result is good enough for you.

Can you help with this problem?
