As the 1.1.* version of wine is a development version and it's not stable, it's possible that some regression in the installation process is taking place (may be the first time you installed it you were using a different version of wine). I suggest you uninstall encarta dictionary, and wine, and then try again with a previous version of wine before upgrading. (The whole list of packages is available at http://wine.budgetdedicated.com/archive/index.html)

i uninstalled the dictionary and wine, then installed wine 1.0.1 stable, then installed dictionary (same problem), then upgraded wine to 1.1.27 and then reinstalled that dictionary but the problem not gone.

Does importing native windows xp dll (all from system32 directory) might help ?

Hmmm... I not sure wine works that way, but is possible to use original redistributable libraries from microsoft (some thing similar to copying the system 32 folder) with something called wine tricks http://wiki.winehq.org/winetricks
The wiki is seems easy, and it has (among other things) the .net and visual basic runtime environments, I assume one of those would solve your problem (But I'm not sure, I'm not very familiarized with microsofts software).
