how to format the third party of ubuntu that is linux in india ?

i did not take any steps the third party linux is not allowing me to install any software and it is indicating that it is not an executable bit

What are you trying to install?
Is this using Wine?

Try placing the installable file ".exe" or shell script in anywhere in your home folder.
Right click the executable and select Properties.
Select permission tab.
At Execute option check option.

The file will execute.

If it won't try to check md5 sum if you have downloaded that file.

Allowing exection of untrusted applications is risky use software-center for installing packages.
