1. what do you mean by "mod" and "modding"? please speak proper english
2. you need to install a program called wine. you can get it from the synaptic package manager.

When you say that Wine doesn't open your programs and "installations", what exactly do you mean?
Please provide details about your problem; a program name for a start would go a long way.

O.K. I need to "install" Xport_360.EXE also open Modio.EXE and some other .EXE files Wine does not support the installation because of the non secure website i got them from but I have been using the website which if you need to know is gametuts.com and also Wine tells me it cannot support this specific .EXE file nor will it even attempt it.

I don't have personal experience with any of these programs, but from searching Google I can see that Xport 360 is successfully being run through Wine in Ubuntu by others.
Modio seems to be a .NET program. .NET does not work in Wine, but there is an open source version of .NET called Mono - this doesn't help much here though as Modio doesn't seem to run in it.

The most flawless way to run these two seems to be to install Windows XP in a virtual machine and run the programs from there.

There are a few virtual machines for Linux/Ubuntu, so pick one you like :)

I recommend looking at Virtual Box and VMWare.

http://www.virtualbox.org
http://www.vmware.com

If you mostly just want to run Xport 360, it should run in Wine - try right clicking the executable, go to Properties, then the Permissions tab and make sure the "Allow executing file as program" is toggled on - close the Properties window. Now right click the executable again and select Open with->Wine Windows Program Loader.
