First using the Applications→Ubuntu software center install the wine package then try to install using it...

not sure it work as you can read here: http://appdb.winehq.org/objectManager.php?sClass=application&iId=440

Better an opensource alternative http://www.osalt.com/corel-draw or installing Windows in a virtualbox virtual pc and then install coreldraw 13 in this way you are sure it works.

The virtualbox method will require a windows license and you will be running windows INSIDE ubuntu. If corel draw is the primary use of the PC then I recommend you just use Windows or dualboot or use an open alternative.
