lubuntu: wine needs cups-bsd for printing

on an lubuntu lucid install I couldn't print anything from any program (eg notepad)
started from the commandline the error was:
sh: /bin/lpr not found
installing the package cups-bsd solved the problem
this doesn't happen in normal ubuntu (cups-bsd might be installed anyway)
I wanted to point out the problem - so my remaining question is: where and how do I file bugs/problems like this to?
