Content filtering does not work

I installed gnome content filtering using Ubuntu Software Centre in Ubuntu 9.10.
When I run this program (found from System>Administration>Content Filter), then a window pops up saying "Content filter not running! STart content filter". The choice is "No" and "Yes". If I click "No" then it dissappear", if click "Yes" message is reappear again. I happens always like that.
How can I use this content filter? or this is a known bug.
