dns setting on Maverick and isp fixed

I wish to change present setting to use mainstream dns instead of current default Dns but I cannot to change through my router: are they able to work through Wicd preferences setting, bypassing my own ISP DNS and they can still work after reboot?
I have some doubts cause OpendDns and router page show different settings about Domain Name System connected.
If it could be a right issue i wish to ask:
I use dynamic Ip at the moment, should I take global or static DNS? Other Network managers do not ask about it and I can not understand which is actually better.

Right click network manager -> edit connections
Click wired or wireless connections tab (depending on which you use)
Click the connection and click the edit button
Under IPv4 settings (or IPv6 if you use it) set the connection to DHCP (address only) and set your desired DNS servers in the DNS box at the bottom. Seperate addresses with a comma.

You can speed up your web access by installing dnsmasq and setting your first DNS to 127.0.0.1 (you will need to edit /etc/dnsmasq.conf a little. You need to change:

#listen-address=
to
listen-address=127.0.0.1

Save the new file then run:

sudo service dnsmasq restart

The dnsmasq will cache dns resolutions so you won't have to keep asking the web for resolutions (slow) when you can use the local cache (fast).
