Problem with main in the middle

Hello, my neighbor is attacking the phone with main in the middle and is stealing all data, so. I want to know how to stop it.

I did edit iptables to block incoming connection
I did edit the file sysctl.conf to block icmp redirects, ping, etc
I did save iptables rules

So I want to know how to stop it definitely.

Could block the MAC address (Unless s/he is spoofing the MAC).
