has moving the tabs control item to the browser menu bar been considered?

The tabs tab thing on the bottom of the browser window gets in the way of page content and splits the user's perception of where a standard menu/control item should be located. In most other browsers, there is only on menu bar that contains all of the menu items.

Actually, yes.
It has been moved in the bottom only in vivid (in fact on RTM phones is still in the menu bar).

So the choice was by designer team, and I don't expect they change their mind so fast, also because it's consistent with other apps
