ftp settings and software repositories

I installed the vsftpd package. I restarted after the manipulation the
vsftpd. conf file the vsftpd service as the http://www.wikihow.com/Set-
up-an-FTP-Server-in-Ubuntu-Linux tells. But I can not see any ~/ftp
folder.

How can I set up properly an ftp server on my desktop ubuntu? If it will
be ok, how can I access it from the internet? For example I want to
share my documents securely what do I have to type in a browser to
access the files?

And further I have some problems with repositories that come from an
Hungarian server. I would like to change to the Main Server in Ubuntu
10.10 server in console mode. I do not know the linux command how to
move to the main server.

mkdir ~/ftp

will make the folder for you, usually users get jailbroken to their own home folders.
