Not a vlc bug, and probably not a bug at all - the package in the archive isn't corrupted.
Open a Terminal from the menu Applications-
sudo dpkg --configure -a
sudo apt-get -f install
sudo apt-get --fix-missing install
sudo apt-get clean
sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade
sudo apt-get clean
sudo apt-get autoremove
sudo ap-get --reinstall install vlc
give your user password when requested, you don't see nothing when you type it, then press enter.
