help me as to how to installing vlc without internet

i dont have internet connection at home can some body find a solution as to how to install vlc tarballs and pls let me know if a deb package for installation is available

You can download the deb packages from the ubuntu repositories from http://packages.ubuntu.com

But as well as downloading the vlc deb package, you'll also need to look for what it depends on. These are the packages that need to be installed before vlc. They are marked as red dots on the page.

Here is vlc on the website:
