Why is VLC in multiverse in hardy?

Why is VLC in multiverse in hardy? Does it contain non-free software?
VLC is recommended by the Free Software Foundation, so I was impressed when I saw VLC in multiverse in hardy [1].

Appears that it contains a few not-free-enough decoders and/or encoders.
