I want to install vlc in my UBUNTU 11.04 . But I don't have internet line . How can I do it ?

You can download the debs from http://packages.ubuntu.com and transfer, the system will then tell you the deps you need and you will need to satisfy those.

You may also want to get a web enabled system and pull down the debs (if you have NOT run apt-get clean on a system, it will have all the debs) then you can use aptoncd to make a nice ISO you can transfer on a USB stick or burn SLOWLY to a CD and use on the offline system
