no users and groups icon

Installed Ubuntu 12,04 LTS on a Dell laptop, als.o installed VBox with XP and another VBox with W 7. In order to use USB I need to add username to the group vboxusers. There are no groups installed on this system. That is there is no icon for "users and groups"

How do I install or find the correct procedure to install all of the user groups required on a fully operational system?

You will find several different ways to configure your needs.

I studied the tutorial, but was not able to add my name to the vboxusers group. I then tried using "sudo gedit /etc/vboxusers"
added my username and saved the file. This worked and the problem of not being able to access USB ports was fixed.

I still do not have a GUI for users and groups, but I can survive using gedit.
