Some packages have only command-line programs or are dependency libraries of other packages. Other packages install a GUI program (e.g. cheese, firefox). These packages automatically install an entry in Applications, System > Preferences or System > Administration.

Check in Applications -> Accessories or Applications -> System Tools for the VirtualBox icon. If you still don't see it, go to the terminal and type whereis VirtualBox (case-sensitive) and if the program installed, the path to whatever files/folders that have that name, including the executable will be displayed. Type in the name of the executable in the terminal to see if the program starts or if a gui is displayed. Once you know the path to the executable to you can create a launcher in the panel by right clicking the panel and clicking on "Add to Panel." You can choose the "Custom Application Launcher" option and input the full path for the executable in the command field.
