Sloppy answer: "probably never".

The sequence would be:
1. Debian has to upgrade their package (already done for some architectures in sid(unstable) two days ago)
2. Ubuntu has to decide when they follow and introduce the new version in the release in development (probably too late for yakkety, will maybe come for the z-release)
3. If that version proves to be stable enough, then a backport to older Ubuntu releases can be initiated via the bug tracker

Other possibility would be to request a SRU for the older Ubuntu releases https://wiki.ubuntu.com/StableReleaseUpdates via the bug tracker

And finally someone can create a PPA with such version.

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Packages in Ubuntu are rarely bang up to date and stability is champion over getting new versions in.
