packet vc-dev in 16.10 is 0.7.4, current dev version is 1.30

As a Vc user, I felt disappointed that even with 16.10 Vc wasn't updated to a newer version. Is there a reason not to update it?

I suggest that you create a bug report, requesting an update of that package.

Please note that in a first step a new package version will only be delivered for the Ubuntu release in development (currently 17.04, eventually only in a later Ubuntu release). And only if that package works well in the development version of Ubuntu, such version can eventually be backported to older Ubuntu releases.

If there are no significant issues in the current version in the repository and it is still supported then it very likely won't be updated. Ubuntu is not a rolling release distribution so packages do tend to get left.
