Upgrading vagrant to 1.8.4 in xenial

The current vagrant Version in xenial (1.8.1) is affected from this bug.

https://github.com/mitchellh/vagrant/issues/6793

so the ansible_locale provisioner can't be used.

I suggest you report a bug, add your link and it may get updated sooner.

There are PPAs with the package for Trusty at version 1.8.4, you could contact one of those and they may build it for you, or you could build it yourself.
