none is already mounted on /lib/init/rw

I tried to upgrade to maverick now boot hangs with "mount: according to mtab, none is already mounted on /lib/init/rw mountall: mount /lib/init/rm [123] terminated with status 1." I don't get a recovery console. I've tried different kernels. What can I do besides a reinstall?

I managed to fix this issue. It seemed that some libc and libc++ libraries were not properly upgraded during the transition due, on my part, to a poor dependency conflict resolution selection to remove the cpp package. mountall seemed to be silently failing because of this. After determining which packages needed to be upgraded and manually downloading them and installing them using dpkg the problem was resolved.
