disable upstart services WITHOUT touching /etc/init/job.conf

Asked by danmb

AFAIK, disabling an Upstart service <job> requires either removing or modifying /etc/init/job.conf. Either of these causes problems when the corresponding package gets upgraded.

Is there another way?
