I don't think release noting this is a very satisfactory solution in the long term.

No; a) it's an upstart-specific way to disable services in a chroot, and b) this bug isn't about how to configure chroots so that services don't run in them, it's about the fact that chroots now require additional configuration in order for package upgrades to not fail. I think more discussion is still warranted here.
